This is an appeal from the district court's order rejecting a child support master's findings and recommendations and refusing to suspend respondent's driver's license for failure to pay child support. The primary issue on appeal concerns the scope of certain provisions of the statutory scheme governing license suspension for parents in arrears on child support payments.
