HOUGHTON, J.

The State appeals the arrest of judgment and dismissal of Charles Hampton's conviction for offering a false instrument for filing, arguing the trial court erred in finding that the Lewis County Health Department (Health Department) lacked statutory authority to accept the instrument submitted by Hampton for filing. We reverse and remand for further proceedings.
