The primary claim of error made by Robert Fisch (Fisch) in this case is that the record of the Laramie County Sheriff's Department (Sheriff) is inadequate to demonstrate cause for his discharge. A collateral issue asserted by Fisch is that the record does not demonstrate any additional consideration to him to justify a change in the Sheriff's policy from progressive to non-progressive discipline.
