This action arises from the filing of three separate complaints by plaintiffs pro se Simon Newman and Demark Dixon. By separate but virtually identical complaints filed on April 27, 1998, Newman and Dixon complained about the conditions at the Metropolitan Detention Center in Brooklyn, New York ("MDC-Brooklyn"), alleging a violation of the Eighth Amendment.
