Moses Thomas petitions for review of the January 26, 1999 order of the Workers' Compensation Appeal Board (Board) that affirmed the March 6, 1996 order of Workers' Compensation Judge (WCJ) Fred J. Troillo and dismissed Thomas' appeal. WCJ Troillo dismissed Thomas' petition for penalties alleging that Delaware County (Employer) violated the Pennsylvania Workers' Compensation Act (Act)1
