Appellant, Freddie Lee Walker, a state prison inmate, filed a pro se personal injury suit against appellees, the Gonzales County Sheriff's Department, Gonzales County Sheriff D.J. Brzozowski and Gonzales County Deputy Sheriff Bob Erwin, claiming appellees' negligence caused a fellow inmate to commandeer Erwin's patrol car during an escape attempt and then crash the car into a ditch.
