Donald W. Sandford and JoAnne Sandford appeal the adverse final summary judgment entered in their negligence action against Manatee County ("the County"). The Sandfords contend that the trial court erred in determining that their cause of action was barred by the limitations periods set forth in sections 95.11(3)(a) and 768.28(6)(a), Florida Statutes (1997).
