The State of Illinois petitioned the circuit court of Du Page County to make N.B. and C.R., the minor children of respondent Ca. R. (respondent), wards of the court. The State alleged that the minors were neglected, as that term is defined by the Juvenile Court Act of 1987 (705 ILCS 405/1-1 et seq. (West 1998)), because they were subjected to an "environment * * * injurious to [their] welfare." 705 ILCS 405...
