Myron Schreck and Penny Schreck, his wife (collectively, the Schrecks) appeal from an order of the Court of Common Pleas of Monroe County (trial court) which granted the Department of Transportation's (DOT) motion for summary judgment. We reverse.

Myron was a passenger in a vehicle driven by George Diem on September 21, 1994, which was involved in a collision with a DOT truck on Interstate Route...
