By Order of May 20, 1997, the Kentucky Board of Education ("State Board"), comprised of Appellees Combs, Gish, Kelly, Mando, Mountjoy, Pope, Sanders and Venters, ousted Appellants Hale, Wilson and Bertram from their elected offices as members of the Russell County Board of Education ("County Board"). On judicial review pursuant to KRS 13B.140(1), the Russell Circuit Court entered a judgment vacating the order and restoring Appellants
