Justice GARMAN delivered the opinion of the court:

In November 1999, the State charged defendant, Joel Ortiz, with possession of more than 5,000 grams of a substance containing cannabis and with the knowing intent to deliver the same. 720 ILCS 550/4(g), 5(g) (West 1998). Defendant filed a motion to quash the arrest and suppress the cannabis that served as the basis for the charge. The trial court granted defendant's motion. The State filed this interlocutory appeal...
