The Delaware County Housing Authority (Authority) appeals from an order of the Court of Common Pleas of Delaware County (trial court) denying the Authority's post-trial motion and entering judgment in favor of Barbara Bishop (Bishop). The Authority had attempted to terminate Bishop's federally subsidized housing benefits due to the criminal activities of Bishop's sons who resided with her in her dwelling unit.
