OPINION1

NEWMAN, Justice.

Joseph Costello (Costello) appeals from the Order of the Commonwealth Court, which vacated a decision of the Workers' Compensation Appeal Board (Board) and reinstated the Board's initial decision in which the Board modified a referee's2 decision and suspended Costello's benefits. For the reasons discussed in this Opinion, we reverse.
