NIGRO, Justice.

At issue is whether the Commonwealth Court properly overturned the State Board of Psychology's (Psychology Board's) imposition of disciplinary measures against its licensee, Stephen B. Batoff (Batoff). For reasons stated below, we find that the decision of the Psychology Board was proper and that in reversing the Psychology Board, the Commonwealth Court exceeded its scope of review...
