Appellant, Barbara Radcliff, an attorney in private practice in Prince George's County, applied to the Orphans' Court for Prince George's County for payment of a bill for legal services. The personal representative of the estate of James Vance paid the bill after the Orphans' Court ordered payment. The bill was subsequently contested by an interested party of the estate, and the Orphans' Court ordered Appellant to repay the money to the estate. Radcliff...
