OPINION

NIGRO, Justice.

We granted appeal in this matter in order to resolve the issue of whether Act 1111 mandates the binding arbitration of grievances where the grievance procedure set forth in the parties' collective bargaining agreement (CBA) does not require arbitration. For the reasons that follow, we now affirm the order of the Commonwealth Court.
