L.J.S. (Petitioner) seeks declaratory judgment and an injunction.1 The State Ethics Commission (Commission) counters with a motion for summary judgment.2

On February 5, 1997, the investigative division of the Commission initiated a preliminary inquiry3 into the activities of Petitioner.4
