William M. Hanlin appeals from a decision of the United States Court of Federal Claims dismissing his complaint against the United States ("Government") for lack of jurisdiction. See Hanlin v. United States, 43 Fed. Cl. 34 (1999). The Court of Federal Claims held that it did not have jurisdiction over Mr. Hanlin's claim for breach of an implied contract because the claim was exclusively within the jurisdiction of the Secretary of Veterans...
