On December 18, 1993, seventeen-year-old Bartolo A. Tavarez (Bartolo), an insured motorist, was shot and killed while driving a motor vehicle. Bartolo's assailants, Ronald J. Steele (Steele) and Troy Perry (Perry), had been pursuing Bartolo in an uninsured vehicle when the fatal shot was fired.
