Williams appeals from a September 8, 1998, decision of respondent, New Jersey State Parole Board (Parole Board) denying him parole and establishing an eighteen-month Future Eligibility Term (FET) and from the April 27, 1999 denial of his request for reconsideration of that decision. We reverse finding that the Parole Board's decision is not supported by substantial credible evidence...
