This case involves, among other things, two issues of first impression in this circuit concerning the application of the Mandatory Victims Restitution Act of 1996, 18 U.S.C. § 3663A ("MVRA"). Appellants' first issue posits whether the MVRA applies to acts in an ongoing conspiracy that began prior to the MVRA's date of enactment but concluded subsequent to the MVRA's enactment.
