In this case, petitioner Ronnie Lee Barnes appeals the district court's denial of his petition for writ of habeas corpus under 28 U.S.C. § 2254. Mr. Barnes asserts that the Oklahoma state court's application of a 1987 statutory amendment adding life without parole to the sentencing options for first degree murder violates his rights under the Ex Post Facto Clause.
