This case is before us on direct appeal from a judgment of the district court that declared Articles 340(E) and 342 of the Louisiana Code of Criminal Procedure unconstitutional. These articles, in part, mandate contradictory hearings for certain bail hearings in parishes that have a population in excess of four hundred ninety thousand as established by the 1990 U.S. Decennial Census.
