[¶ 1] The Town of Ogunquit and Ogunquit Sewer District appeal from a judgment entered in the Superior Court (York County, Fritzsche, J.) affirming a decision of the State Planning Office (SPO) to reverse the Town's denial of written assurance of consistency with local land use regulations for a proposed intermunicipal sewer extension. On appeal, the Town contends that the SPO was barred from reviewing the Town's denial of written assurance...
