This is a case of first impression in this Circuit. Leroy Bull pled guilty to use of an unauthorized access device, a VISA card, in violation of 18 U.S.C. § 1029(a)(2). The district court imposed mental health treatment for anger control as a special condition of supervised release, unrelated to the nature of the offense of conviction, and required that Bull contribute to the cost of such treatment if he could afford it.
