In September 1995, police officers employed by the City of Leavenworth shot and killed Shawn Perryman. The administratrix of his estate brought an action under 42 U.S.C. § 1983 (1994) and common-law negligence, alleging that the City of Leavenworth was liable for Perryman's wrongful death.
