The Borough of Morrisville (Borough) appeals from the August 3, 1999 order of the Court of Common Pleas of Bucks County (trial court) denying and dismissing the Borough's petition to vacate, modify or otherwise correct an Act 1111 arbitration award dated December 8, 1998. We reverse.

The Borough maintains a police force that bargains collectively with the Borough through the Morrisville Police Benevolent Association...
