Charlotte County filed a petition for writ of certiorari seeking review of an order of the circuit court setting attorney's fees for special public defender Kevin C. Shirley, who prepared and represented an indigent defendant in a capital murder case. Although the case was ultimately presented to the jury as a second-degree murder case, that change occurred only four days prior to the trial.
