The State System of Higher Education for the use of Edinboro University of Pennsylvania (Edinboro) appeals from the July 14, 1999 order of the Erie County Court of Common Pleas which ordered Edinboro to construct a retention basin on its property pursuant to an alleged settlement agreement with the other parties to this litigation.
