[¶ 1] The plaintiffs, sixteen regional sites of the Child Development Services System (CDS), appeal from a judgment entered in the Superior Court (Cumberland County, Mills, J.) denying their motion for summary judgment and granting the motion for summary judgment of the Attorney General.
