In this appeal, we must determine whether the trial court properly dismissed an inmate's tort suit on an exception of prescription.

Michael O'Neal Stokes, a prisoner in the St. Tammany Parish Jail, filed suit on July 16, 1998, against the Sheriff of St. Tammany Parish and three deputies. He alleges that, on June 26, 1997, he noticed money missing from his commissary account, that his repeated inquiries about the matter resulted in his improper reassignment...
