Michael Christopher Osborn ("Osborn") appeals from the denial of his motion to suppress the evidence seized from his person following his arrest for failing, as a convicted person, to notify the police within 48 hours of his change of address. Osborn contends that the arresting officers did not have reasonable cause to detain him prior to questioning him about his prior contacts with the Las Vegas Metropolitan Police Department.
