OPINION

LANSING, Judge.

Myron Busse, an enrolled member of the White Earth Band of Chippewa Indians, appeals from conviction for driving after cancellation as inimical to public safety in violation of Minn.Stat. § 171.24, subd. 5 (Supp.1999). Busse argues that the state did not have subject-matter jurisdiction over the offense, which took place on the White Earth Reservation. We agree and reverse.
