Sergio Arturo Villa-Gonzalez appeals pro se the district court's denial of his second 28 U.S.C. § 2255 motion to vacate his conviction and sentence, filed with our permission pursuant to section 2255 and 28 U.S.C. § 2244(b). The district court denied the motion because it found that it did not meet the statutory requirements for the filing of a second or successive section 2255 motion. Villa-Gonzalez appealed and we granted a certificate of appealability...
