RUSSELL A. ANDERSON, Justice.

Omolulu Valen Ademodi appeals from a reversal of the district court's grant of his petition for postconviction relief. Ademodi petitioned the district court to vacate his 1990 conviction for aiding and abetting a controlled substance crime in the first degree. Ademodi argued that, as a Nigerian national, he was entitled to consular notification under Article 36 of the Vienna Convention on Consular Relations
