Carlos Enrique Perales was convicted in September of 1990 in California state court of possessing chemicals with the intent to manufacture methamphetamine, and he was sentenced to three years imprisonment. He was paroled in November of 1991. Subsequently, he was convicted in federal court of distributing methamphetamine, in violation of 21 U.S.C. § 841(a)(1), and of conspiring to distribute methamphetamine...
