This is an action brought pursuant to 42 U.S.C. § 1983 challenging the constitutionality of Ohio Revised Code § 4505.10(A). This statute permits the lienholder seller of a motor vehicle who repossesses the vehicle to apply to a clerk of court for a certificate of title in the seller's name.
