ORME, Judge:

¶ 1 E.H.H.'s mother and stepfather began adoption proceedings by filing a petition to terminate the parental rights of E.H.H.'s father. The father filed a motion to dismiss the petition for lack of subject matter jurisdiction under 28 U.S.C. § 1738A, the Parental Kidnapping Prevention Act (PKPA).
