The trial court ruled, on summary judgment, that the statute of limitations barred plaintiffs' negligence claim against defendant City of Oregon City.1 The court reasoned that because plaintiffs had waited more than two years after they filed their tort claim notice to bring an action against Oregon City, their claim was barred as a matter of law.
