Following his shooting of an unarmed man in the course of a robbery attempt, petitioner pleaded guilty to, inter alia, murder in the second degree and criminal use of a firearm in the second degree. As a result, petitioner is currently serving an aggregate prison term of 15 years to life. Petitioner's applications for parole release were previously denied in 1995 and 1997. On June 15, 1999, petitioner again appeared before the Board of Parole for a parole release interview...
