[¶ 1] Plaintiff, Christian Children's Fund, Inc. ("CCF"), is a non-profit corporation with a goal of providing aid to needy children. It has provided assistance to Native American children in South Dakota since at least 1970. CCF is incorporated in and domiciled in the Commonwealth of Virginia. CCF obtains sponsors for children.
