Joseph J. Higgins asks this Court to review the recommendations of the Florida Board of Bar Examiners. We have jurisdiction. Art. V, § 15, Fla. Const.

On December 18, 1986, Higgins was disbarred by order of this Court approving a consent judgment entered against him for various ethical violations. The order disbarred Higgins for a period of three years effective immediately. See Florida Bar v. Higgins, 498 So.2d 946...
