On August 1, 1996, Detective Larry Carmody and Sergeant Anthony Cinquegrani, both of the Wheeling, Illinois, Police Department, arrested Alvin Marks for issuing a bad check with intent to defraud, in violation of the Illinois Deceptive Practices Act, 720 ILCS § 5/17-1.
