SILVERMAN, Circuit Judge:

18 U.S.C. § 5033 prescribes the procedure to be followed when a juvenile is arrested by federal law enforcement officers. First, the arresting officers must immediately advise the juvenile of his rights; second, they must immediately advise the juvenile's parents of the juvenile's rights; and third, they must bring the juvenile before a magistrate "forthwith." None of these procedures was followed in this case: The juvenile was not advised...
