EASTAUGH, Justice.

I. INTRODUCTION

When an injured employee did not receive the insurer's check settling the employee's workers' compensation claims, the insurer stopped payment on the original check, but did not promptly send the employee a new check. The Alaska Workers' Compensation Board denied the employee's request for a statutory penalty for late payment. The superior court reversed. We affirm the superior court's decision...
