In this challenge under the Louisiana Public Bid Law, plaintiff, Diamond B Construction. Inc. (hereinafter "Diamond B"), appeals from an adverse judgment of the trial court granting summary judgment in favor of the Department of Transportation and Development on its reconventional demand. For the following reasons, we affirm.
