Petitioner was sentenced to a prison term of 7 to 21 years following his plea of guilty to the crime of manslaughter in the first degree. Following petitioner's unsuccessful request for parole release in 1996, he again appeared before the Board of Parole for a parole release interview on February 17, 1998.
