Terry D. Bashioum (Terry) and Michael D. Bashioum, wife and husband, (collectively, Plaintiffs) appeal from an order of the Court of Common Pleas of Westmoreland County (trial court) which granted Westmoreland County's (the County) summary judgment motion. We reverse.
