The issues presented are whether a local agency owes a common law duty to a driver who flees from a police officer, and whether a claim on behalf of a fleeing driver falls within the vehicle liability exception to governmental immunity under the Political Subdivision Tort Claims Act, 42 Pa.C.S. § 8541 et seq.
