These two appeals, which we consolidated, are from orders of the District Court of Maryland, sitting as the juvenile court in Montgomery County. In each case, the child—Justin D. and Joshua R., respectively—had been declared a child in need of assistance (CINA) and committed to the custody of the Department of Social Services (DSS). The appeals arise from orders entered in subsequent review hearings...
